I live in a community with shared gates for entry and parking. We want to install cameras so that residents in different houses can view footage of these areas.

Does such a system exist?

As discussed, you need an NVR/VMS to support a couple of dozen individual users. We explored several options, including BlueIris, but it required maintaining a PC and each smartphone app user had to purchase a license. Ultimately, we chose Synology Surveillance Station because it avoids being locked into a single camera brand, allows granular audits and permissions, and offers Android, iPhone, and Windows viewing clients without any per-user charge. Additionally, the system integrates with gate controllers, sensors, and more.

Any camera with a remote access app can accomplish this by sharing a password or creating user accounts for everyone. The main challenges will be power and remote connectivity. I recommend installing an NVR in the house nearest to the gate and running an ethernet cable through a buried conduit to the gate. The NVR owner can then share access with the neighbors.
