As others mentioned, you can get a demilitarized tank without much trouble. If you have the money, you can also buy a machine gun for it. But if you want one with an active main gun, you’d need a destructive device permit, which is rarely given.
There are cases where civilians can get artillery for specific needs, like shooting explosives for avalanche control at ski resorts.
Here’s a link to a demilled Leopard tank for sale in Texas. It probably costs around $300,000, and there are plenty of tanks available in Europe.
